This is an issue where I tend to get philosophical.  I've administered
proxies before for controlling web access, but I'm basically opposed to the
idea.  It's an attempt to solve a people problem with a technology
solution.  If you have a person who's a slacker and you cut off one avenue
of slacking, they'll just find another.

I suggest making sure the person has clear, measurable objectives.  If they
aren't meeting them, whether it's because of lack of effort or lack of
ability, you've got an HR problem that you're going to have to work
through.  If you implement any sort of universal monitoring and blocking
policy, you run the risk of annoying productive workers who are capable of
responsible use of company assets.  Better to identify and get rid of  the
problem people (or try to reform them if you can afford the time) based on
their non-performance of their duties.

The one problem area with my philosophy that I haven't adequately solved for
is the case of the highly productive employee who is productive in spite of
a lot of time spent slacking off.  That can set a bad tone for the folks who
aren't as efficient.  I've never had one of those myself, but I'm inlcined
to believe that the best approach would be to give that person some more
challenging work activities that might engage them more.
