franchise laws and the way that your local cable company has a legally
enforced monopoly.  They basically have to get some sort of license to

AT&T was recently trying to get some sort of VOD over IP going here,
but they were in danger of being sued since they don't have a cable
franchise in the city.  I'm not sure of the details.

TN recently changed its franchise laws at the behest of Comcast and AT&T (mostly the latter) to strip away franchise rights from cities. Great for the carriers and those of us who live outside city limits; sucky for city dwellers. There are pros and cons to all sides of these arguments.

Rest assured, AT&T is doing its level best to fud any and all talk of fiber to premise so as to continue to milk $$$ out of the copper in the ground.
