There isn't really a standard for that. I did put it under here:
http://incubator.apache.org/nmaven/roadmap.html

But that's just the stuff from this list.

The general pattern is to come up with a short list of things to aim for and list them out with corresponding JIRAs, then work off that to track the work and later produce the release notes.
