I have always downloaded the pre-compiled version from Cygnus since the
machines I have used cygwin on did not have any compilers (I also
download the latest pre-built egcs compiler, as recommended).  The
pre-compiled version has symbolic links enabled.  I do not know if it
is an optional feature during compilation of cygwin.
