It's not legal.
Section 6.1 of RFC822 defines
mailbox = addr-spec
/ phrase route-addr
route-addr = "<" [route] addr-spec ">"
The fullname therefore must be a "phrase". If you trace the productions
in section 3.3 down you end up with a phrase needing to consist of a
subset of 7-bit ASCII.
I believe the only legal way to send such characters is by encoding them
according to the rules in RFC1522.
