All the nmh hackers out there might want to take a look at the new file I
just added to the repository: README.developers.  From the file:

    This file is intended to provide a few tips for anyone doing development
    on nmh.  Developers who learn things "the hard way" about the nmh
    codebase (as opposed to local info best encoded in a comment) are
    encouraged to share their wisdom here.

The two initial topics are "autoconf files" and "directory structure".  It
took me some time to figure out how to `cvs commit' configure and related
files without messing other people up (due to timestamps and dependencies),
so I've documented the correct check-in order here.

"directory structure" gives meanings for some of [n]mh's rather obtuse
abbreviations and acronyms.  The only one I haven't been able to figure out
is "tws" -- if anyone knows that one, please fill it in.

Some may find everything in README.developers old hat, but they too are
encouraged to check it out, as they may be able to provide corrections or
additional info to what I've written.
