http://git.savannah.gnu.org/cgit/libunistring.git/log/README has it going back to 2009, with some recent effort. Bruno has been dabbling in Unicode for a long time, http://www.haible.de/bruno/packages.html and wrote the Unicode HOWTO, http://www.tldp.org/HOWTO/Unicode-HOWTO.html On an Ubuntu system I've access to, package gettext depends on package libunistring0, so it could be getting some exercise.
