I believe so. A close reading of sections 3.2.2, 3.2.3, and 3.2.4 of RFC
5322 suggests that there is nothing wrong with the header.

I would guess that  because "," is a special that  it cannot be included
as "atom text" which necessitates the quoting. Furthermore, it is stated
that:

    A quoted-string is treated as a unit.  That is, quoted-string is
    identical to atom, semantically.  Since a quoted-string is
    allowed to contain FWS, folding is permitted.

And further:

    As stated earlier, the "\" in any quoted-pair and the CRLF in
    any FWS/CFWS that appears within the quoted-string are
    semantically "invisible" and therefore not part of the
    quoted-string either.


Good luck telling this to the  administrator of the server that rejected
the email.
