outlook (etc) don't actually reject the e-mail, they just don't answer
DNS requests for the address for the MX record.   The MX exists, so it
is known the addr (domain name part) is valid, but after that it is just
wait forever.

Yes, the big e-mail sites are attempting to freeze everyone else out,
by constantly adding more absurd rules to send messages to them.

I agree with Ralph:

People who care about receiving e-mail should use an e-mail supplier
who is dedicated to ensure they receive all possible e-mail, rather
than one seemingly more concerned with making competition impossible.

I have simply given up on both outlook (etc) and gmail recipients,
anyone on one of those systems can expect no messages from me.
Though I do have some (possible) evidence that outlook managed
(other) domains can turn off some of the restrictions.
