In trying to get Switzerland (EFF's multilateral client/server ISP testing code) ready for a developer release. Along the way I've occasionally seen what looks like packets with their IP ID field changing in transit. Is this something that many firewalls do in the wild? Or am I just seeing a bug in my code?
