I'll simply note here that the risk of such disruptions from
ISP-inserted data (even if only to prepend or append "administrative
bulletins") is present even in systems that do not actively wiretap
user content in the manner of Phorm.  

It's understandable that BT would be happy that the testing
apparently went unnoticed by "most" users -- "Hey, we got away 
with it!  Gimme five!  Let's head out for a Guinness ..."
