I certainly have no objection to parties talking, even privately
(there's only so much you can do in the glare of the floodlights) --
so long as full transparency is ultimately forthcoming.

However, it is true that history suggests that "agreements" of the
sort being postulated tend to have poor track records moving forward,
and given the supercharged political atmosphere surrounding Net
Neutrality actions (and the virtual certainty of litigation
surrounding any moves) the presence of skepticism is understandable.
