VIDEO: Setting up a "standalone" Google+ notification panel

I've gotten a number of requests asking how to configure the
"standalone" G+ notification panel I mentioned yesterday evening -- so
here you go. This only works properly on the new notification panel
currently rolling out. Yep, it's a hack, but I'm already finding it
useful. The primary purpose is to make seeing and responding to 
notifications as smooth as possible, helping to avoid missing
potentially useful dialogues. Questions welcome, of course.
