Had to help someone with an account recovery -- something I end up doing for Google users frequently. I was unable to get text messages for either recovery or 2-step verification -- even though I know the phone is correct for that account -- I've used it before for them -- and I was able to receive other text messages on that phone today (both from other firms and even via Google Voice). I ultimately succeeded in recovering the account since I had proactively set up multiple layers of protection for people I help with this, but any ordinary random user would probably be screwed.
