Hi,

I have been looking into node-dogstatsd 
<https://github.com/joybro/node-dogstatsd> .  Can someone please explain me 
why the sampling rate is not provided for the incrementBy 
<https://github.com/joybro/node-dogstatsd/blob/master/lib/statsd.js#L37> 
function whereas the sampling rate is there for the increment 
<https://github.com/joybro/node-dogstatsd/blob/master/lib/statsd.js#L32> 
function.

Is there any limitation or restriction on dogstatsd side regarding the 
sample_rate when the increment and decrement is not equal to 1? I am not 
able to find this in any of the datadog docs.
