What should happen is the teams that go over are required to carry extra 
innings and at bats next year.  For every player over you must carry a extra 
100 ab or 100ip on next years team.

Thanks to a ton of work from Brandt here is the list of the players and amount 
of over useage.  Guess that splitting up Sept was BAD idea?!! 

I am thinking we keep fines and maybe give those teams with NO overage a 11th 
round pick and dont have to make a cut for it until after the draft is 
completed.

Also open to changes for next year (currently playoff teams cant use players 
that R over for the 1st round of playoffs) which we have been doing for last 
couple of years. 

I also will am thinking of  waiving fines for teams with only 1 player over if 
no higher than 101% (think that I will make that a rule for the future).  Any 
objections?  That player will still not be available in the playoffs. 

 playoff file attached and used the playoff fuction in game and had game to 
change PA in this file to 10% to it U can use the useage chart in game to keep 
track of throughout the series.  Let me know what you think about the changes.

Time to get cmi done for the playoffs.

According to the 2012 rules here is what the penalties would be:
The first occurrence will result in the loss of a last round draft pick. The 
second occurrence will result in the loss of a second-to-last round draft pick. 
Other occurrences will result in the loss of higher draft picks. 

Rapid City: loss of 9th, 
Sufolk: loss of 8th pick for 3rd player
Tracy: loss of 8th pick for 3rd player
Buffalo: loss of 7th round, pick for 4th player
Chesepeake:  loss of 10th round
Des Moines: Loss of 9th, 10th round, + higher draft pick for 3rd, 4th, 5th, 
6th,7th player
Geneva: Loss of 9th, 10th round, + higher draft pick for 3rd, 4th, 5th, 
6th,7th, 8th, 9th player
Howard: loss of 10th round
Las Vegas: loss of 10th round
Newton: loss of 10th round
Norfolk:loss of 10th round


I suggest you relook at the rules and penalties. Nobody is going to fill out 
thier rosters if this is followed.
