You can use :
export PKG_CONFIG_PATH=$PKG_CONFIG_PATH:/usr/local/lib/pkgconfig;./waf
configure
( or put it on 2 separate lines...)
To have the path always set, add a line to your .bashrc like :
export PKG_CONFIG_PATH=$PKG_CONFIG_PATH:/usr/local/lib/pkgconfig
You can also set the LADSPA_PATH there in the same way if it's not set
for you by default.
