Language Interface Packs (LIPs) are freely available to download and you can 
install LIP to change the display language to view wizards, dialog boxes, 
menus, help topics, and other items in Windows in a specific language. 
Microsoft has released the language pack for Assamese and you can get it free 
at 
http://www.microsoft.com/downloads/details.aspx?FamilyID=a1a48de1-e264-48d6-8439-ab7139c9c14d&displaylang=as
 
I did a a quick install in a test machine ...It was an exhilarating to see and 
work in the most beautiful language ( of mine ) !! Many of the regional 
languages of India are supported as well.
Manjit Nath of Microsoft India is involved in the review of the language , 
Manjit did an excellent job.
