Yeah it looks like the update URL hasn't been refreshed for the latest versions.

I am not able to easily insert a column at the start of a line for a block of
lines unless I know the number of lines I have. In other words, you can't
select
a zero length colunn and insert a space at the beginning of a line. Other
editors
allow this. Am I missing something?

Perhaps it is your shortcut. I just created a shortcut on my desktop to multiple
versions of NP++ and they all work if I drag a file onto the shortcut.
This is likely a local issue. Delete the shortcut and create again.

Now assume I have a master document, each item of which is to be reflecte in
two different sections of another document. The ideal layout for this would
be Outlook-like, with the ability to place the equivlent of the folder tree
either on the left or right.
I fondly remember an old DOS editor (Bingo) which has the ability to split
windows
at will, as long as there is enough room onscreen - obviously, the total number
of displayed lines was the bottleneck. The file being viewed in each window
could be the same as another window or not. Any chance to see this functionality
in N++?
