I think its needed for 1.6.0.  I am thinking if someone uses multiple namenodes 
they will eventually need this utility.   I do not think we should offer admins 
only the ability to add namenodes.  We should offer the ability to add and 
decommission namenodes.   I also think the capability should be in place and 
tested before anyone ever needs it.  Otherwise at some point someone may be 
forced to quickly hack something together.
