It would be nice to allow localization of commands and error messages for 
non-english speakers.

Initial implementation for this ticket just needs to:

* add an articulation point in the code for localization
* move existing text into an EN-US implementation

Good point. I haven't seen anything that stuck in my head; I'm used to it just 
being some JSA for properties files.

Edited description to ask implementer to do some due diligence.
