Rather than continuing to tweak individual timeouts ala ACCUMULO-2295, we
should add the ability to scale all timeouts on ITs by a constant factor as we
did for functional tests back in ACCUMULO-1789 / ACCUMULO-2279.
If this could optionally also remove internal timeouts so that an external
source can handle it (i.e. when running tests via Jenkins), that would be nice.
