Another thing the guidelines should explain is how we select major/minor
fixVersions when an issue is resolved as Fixed. This relates to how we generate
the CHANGES file.
The CHANGES file includes the changes in the major releases, and the
minor/bugfix releases since the last major release. If we label fixVersions
with the earliest bugfix release it was applied in, and any subsequent bugfix
version (where it still applies), and the latest major version (if it still
applies), the fix will always show up in the CHANGES properly (this may need an
example to clarify). If we choose a different labeling strategy in JIRA, we'll
have to alter our CHANGES file strategy as well.
