Keith and I tag-teamed this to figure out what was going on. The compaction
strategy (per recommendation by me on the review for ACCUMULO-1798) is always
non-null. The error message is incorrect (it's the compaction strategy that's
problematic, not the non-existent iterators), but the logic here is also wrong
as the user didnt' provide the compaction strategy, it was the default from the
system.
