I did a bunch of cleanup to ThriftUtil and TServerUtils as a part of
ACCUMULO-2815, but upon review, there are a few places where more cleanup could
be done.
* TThreadPoolServer factory method can be consolidated across SSL and SASL
* Dynamically resizing thread pools for SSL and SASL (like the HsHa server uses)
* Remove unused arguments from SASL tserver method
