Summary: Encourage use of voting on JIRA

We have lots of issues, many of which tend to fall by the wayside. If we
encourage committers/contributors to use the vote feature, we could create a
dashboard that highlights the most highly-voted on issues.
This will help show where interest lies with Accumulo and help devs or new
users find meaningful issues to work on.
