Noticed in ACCUMULO-3858 that the number of ZK watchers was sometimes being
reported larger than expected.
WatchTheWatchCountIT expected the watchers to be between 500 and 600, but, in
debugging the test, I saw it sometimes above 600. Other times, it was happily
in the expected range.
Need to investigate to make sure nothing fishy is going on and we have a good
understanding of how many watchers we are setting.
