Now that #2569 is merged, this is done. It's possible more could be done here, but unlikely to have substantial benefit. For example, we could try to make a single node that is watched for all configuration changes... or bin them into `log n` nodes for the tables, but that's not likely to have substantial benefit. It would also introduce some complexity, for a premature optimization.
