Adds a utility to view Accumulo informationstored in ZooKeeper in a
human-readable way, without needing a running Accumulo instance.
- print instance information (id, names)
- print id map (ids to names) for namespaces and tables
- print properties for system, namespaces and tables.
There is a companion PR X to update the documentation.
