   Fixes #3373 
   
   This PR adds a banner to the Manager page in 2.1 that will be displayed when 
the Managers state is not normal or when the state and the goal state differ. 
The new manager state banner will not be displayed if the manager is down.
   
   Here are some screenshots from the updated Manager page:
