   @keith-turner and I were talking about the zookeeper upgrade pattern in 
https://github.com/apache/accumulo/pull/5277#discussion_r1928876933 however, we 
were only discussing it in relation to property validation.
   
   > For the current code, if upgrade does fail after upgrading zookeeper and 
before upgrading metadata because of invalid properties then how does someone 
move forward? Seems like this needs to be figured out in some way.
   
   Something to consider is either A. how to move forward with an upgrade or B. 
how to revert out of an upgrade.
   
   With these changes, if ZK is upgraded but then root or metadata table fails, 
is it possible to start an older version of accumulo? Or would it fail due to 
ZK data already being in an upgraded state?
