I marked this is as draft because I don't think we should merge as-is. There is already a check that the current number of tservers is the same as the last pass to try and account for tserver churn. I'm thinking that, at a minimum, there should be an additional property added (defaults to false) that when enabled enforces the minimum post-startup. -- This is an automated message from the Apache Git Service.
