**Describe the bug** This [message](https://github.com/apache/accumulo/blob/022225a4b2bed3b50cdcc0e0dd5f67d6aaa8a1f5/server/manager/src/main/java/org/apache/accumulo/manager/Manager.java#L336) was being logged way too frequently in the manager for a short period while it was in safe mode. This logging was not useful and was the same information repeated. Need to determine what caused this as it may be a symptom of a larger problem, like what was calling this code really frequently and why? **Expected behavior** More useful logging. -- This is an automated message from the Apache Git Service.
