**Describe the bug**
After completing an upgrade from 2.1.4 to 4.0.0, the fate table shows up in
the `tables -ls` shell command, but no `+fate` entries exist on the metadata
table.
**Versions (OS, Maven, Java, and others, as appropriate):**
- Affected version(s) of this project: [e.g. 1.10.0] 4.x
**Expected behavior**
The Fate table should exist and entries should be present on the metadata
table.
