fix BrokenBalancerIT from recent changes to fixed properties in Property class (#5632) MANAGER_TABLET_BALANCER was marked as fixed when it is not fixed, leading to the prop change in the test to not be picked up. Interestingly, it seems like this properties usage was changed at the same time I was working on #5632, so its possible it was recently changed from fixed to not fixed.
