Any changes in 2.1.4 that could cause problems for moving from 2.1.4 to 2.1.3 should be documented in the release notes. For example apache/accumulo#5247 adds new API methods in a bug fix release and this should be covered in the release notes. For API,SPI, and Property changes can grep the java code to look for since 2.1.4.
