CheckForMetadataProblems is a utility that can be run on an Accumulo instance to check for problems in the root and metadata table tablets. The Admin Check commands invoke the CheckforMetadataProblems logic and contain additional logic. We should remove the CheckForMetadataProblems as a utility class and just move the logic into the check command.
