Closes [issue #6017 ](https://github.com/apache/accumulo/issues/6017) Added trace level to `CompactionDriver` and `BulkImportMove` to help diagnose stuck Fate transaction. To use, enable trace logging for the relevant class on the manager and wait for operations to retry.
