haltonmissing on publish task does not prevent the other files to be published, 
even with an atomic publisher

When using an atomic publisher like the file system resolver, and using 
haltonmissing to fail the build when there are some missing artifacts, one 
could expect that the module is not published at all on the repository. This is 
not the case currently, the module is still published normally with some 
missing artifacts, leaving the repository in an inconsistent state.
