We could, but this feels like we are then making header/footer in 'concat'
redundant?  Perhaps this is desirable?

We would, but it is a small change 8).

With the change in behaviour, it seems like the alternative is to add 'if' or
'condition' around the file creation, which looks like more changes.  I can't
see how to do this (I am an ant newbie).  Perhaps I should ask this question
again, or try harder to find an example I can understand.
