Yes, turning off the workspace resolver fixed the transitive dependency issue.
So is the workspace resolver setting the revision as latest.integration?
However, turning this off is not an acceptable workaround because I also have
dependent projects in my workspace that need to be resolved as well. Turning
off the workspace resolver means I can only resolved dependent projects if they
have been published.
