### Current Behavior
if prometheus plugin fails ,log-rotate will not work
### Expected Behavior
the failure of prometheus plugin do not affect log-rotate

### Steps to Reproduce
1. enable promethues plugin and log-rotate plugin,
`./conf/config.yaml `
`plugins:
- log-rotate
- prometheus
plugin_attr:
log-rotate:
interval: 60
max_kept: 7
max_size: 1024
enable_compression: false`
2. Start a process(such as pushgateway ) and listen on port 9091, which
conflicts with the port used by prometheus plugin.thus promethues will fail to
work
3. log-rotate plugin can not do his work
