   ### Current Behavior
   
   问题描述：
   我的环境，部署了负载 APISIX (两个），ETCD 存储
   线上运行有一段时间了，最近，要在要在路由层配置 限流实例，但是配置完成后，使用JEMETER 并发压力过去，jemeter  
的每个请求都正常请求通过，并没有返回异常 503 状态。
   
   conn_limit: 配置如下：

   JEMETER 对APISIX 对应的路由调试配置： 每秒 30个，执行  10  轮。
   
   
   ### Expected Behavior
   
   期望，jemeter  调试过去，APISIX 能正常限流熔断
   
   ### Error Logs
   
   无
   
   ### Steps to Reproduce
   
   RUN APISIX WITH DOCKER
   
   ### Environment
   
   - APISIX VERSION 2.10.0
   - dashboard_version: 2.9.0
