### Current Behavior
I have an route and an upstream referenced by the route, as i calling the
admin api to delete the route first and then delete the upstream after 200 is
returned, sometimes 400 is returned.
### Expected Behavior
200 is expected
### Error Logs
_No response_
### Steps to Reproduce
create an route and an upstream referenceed by the route, and then delete
the route and upstream in a short time.
Why this happens:
Route is deleted from etcd instantly, upstream deletion looks for routes
from local cache first, but it takes a while to sync data from etcd to local
cache
### Environment
- APISIX version (run `apisix version`): 2.15
- Operating system (run `uname -a`):
- OpenResty / Nginx version (run `openresty -V` or `nginx -V`):
- etcd version, if relevant (run `curl
http://127.0.0.1:9090/v1/server_info`):
- APISIX Dashboard version, if relevant:
- Plugin runner version, for issues related to plugin runners:
- LuaRocks version, for installation issues (run `luarocks --version`):
