proposal and the Expected Behavior. Is it reasonable to generate a random key 
at runtime? Would it be more reasonable to simply throw an error and exit if 
there is no admin key?
   
   I think it helps on the development side to have an autogenerated in mem key 
that can be extracted from logs. For production use case, obviously the 
deployment would have been set with some managed key so the in-mem thing is not 
needed.
