You may also choose not to enable plugins on consumers, depending on your plugin functionality and use case. Generally, for authentication plugins like key-auth, we need to bind them to consumers and enable them on routes. This allows us to identify which consumer requested the API in subsequent processes and configure corresponding policies for different consumers, such as rate limiting.
