### Description
如果我启动多个worker工作线程，每个缓存都是独立，
如果local lrucache = core.lrucache.new({
type = "plugin",
}) 那么我设置的rate 和burst conn、burst 这些参数我多个worker 限流的时候 共享嘛 还是每个worker限制自己的
