   The test title says the limit-conn "key" is shared with bob, but the purpose 
of this file (and TEST 5) is to ensure different consumers do *not* share the 
same counter key. Consider rewording to avoid confusion (e.g., the config is 
shared, not the key).

Review Comment:
   This block sets `--- error_log eval` but omits `--- no_error_log`, so the 
default preprocessor won't enforce the usual "no [error]" check and unexpected 
errors could slip through without failing the test. Add an explicit `--- 
no_error_log` like TEST 4.
