What problem does it solve? --> <!--- If it fixes an open issue, please link to the issue here. --> L4RoutePolicy plugin rendering errors were logged and ignored, so generated stream routes omitted requested plugins while the policy status remained Accepted. This change propagates rendering errors for TCPRoute, UDPRoute, and TLSRoute, reports an invalid policy status with the plugin name, and leaves the existing provider state unchanged when translation cannot complete. Plugin config remains raw and flexible at the CRD boundary; this does not change the API schema. Fixes #2842 ### Pre-submission checklist: <!-- Please follow the requirements: 1.
