   APISIX chart 2.18.0 supports declaring global plugins through Helm values
without manually calling the Admin API. It packages Controller chart 1.3.0
(Controller 2.2.0). Plugin loading and plugin rules are separate:
apisix.plugins is the list of plugin names, and apisix.pluginAttrs sets static
attributes. Rate-limit parameters belong in a plugin rule, not in pluginAttrs.
   For example, these values generate a global rate-limit rule (it applies
globally; configure the plugin on a route if only that route should be limited):

   ```
   ingress-controller:
     enabled: true
     gatewayProxy:
       createDefault: true
       provider:
         controlPlane:
           service:
             name: <actual APISIX Admin Service name>
       plugins:
         - name: limit-count
           enabled: true
           config:
             count: 2
             time_window: 60
             rejected_code: 503
             key: remote_addr
             policy: local
   ```

   Configure Admin API authentication for your environment. This example uses
local counters; Redis settings also belong in this config. A Prometheus global
rule can be declared in the same plugin list. Note that the 1.3.0 subchart
values example indents plugins under provider, but the template reads
gatewayProxy.plugins, at the same level as provider.
